  2. CompactEncrypt encrypts payload with symmetric key wrapping algorithm (A256KW)
  3. CompactEncrypt encrypts payload using asymmetric key pair (RSA-OAEP-256) and decrypts with private key
  4. CompactEncrypt preserves custom protected header parameters in decrypted output
  5. CompactEncrypt rejects encryption when protected header is missing or lacks required alg/enc
