- assert require active_support alone leaves ActiveSupport::TimeZone and ActiveSupport::TimeWithZone undefined and does not add Time.zone, Time.find_zone, or Time.current
- assert require active_support/time alone defines the time-zone constants and Time helpers but leaves ActiveSupport::IsolatedExecutionState undefined, so assigning Time.zone raises NameError for that constant
- assert requiring active_support before active_support/time loads IsolatedExecutionState and constructs an ActiveSupport::TimeWithZone in America/New_York
- assert the constructed summer wall time has offset -14400 and converts from 2026-07-04 12:30:00 local to 2026-07-04 16:30:00 UTC
