retry_error_callback receives the third RetryCallState and returns its fallback value instead of raising RetryError.
Exception exhaustion raises RetryError by default and retains the final ValueError in last_attempt.
With reraise=True, exception exhaustion raises the final ValueError directly after the same bounded attempt count.
