- StreamOutput disables color when NO_COLOR is non-empty even if set to '0' or 'false'
- StreamOutput forces color on when FORCE_COLOR is set even if set to '0' or 'false'
- StreamOutput prioritizes NO_COLOR over FORCE_COLOR when both are set
- StreamOutput prioritizes $_SERVER over getenv for NO_COLOR and FORCE_COLOR overrides
- Application configureIO forces input interactivity to false when SHELL_VERBOSITY is negative or -q is passed
- Application configureIO propagates SHELL_VERBOSITY to getenv, $_ENV, and $_SERVER during command execution
- Application restores previous SHELL_VERBOSITY environment state after run completes
