Contract
- Bundling `if (false) { require('node:sqlite'); }` with `@rollup/plugin-commonjs` and `strictRequires: true` does not include `node:sqlite` in the generated CommonJS bundle.
- Running the generated bundle does not execute any `require` call during initialization.
- Running the generated bundle exposes `module.exports === 42`.
